Any way to incorporate patches into Debian that make libvigraimpex build again?

Howdy, y'all

As established in 
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=984213 and 
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1001582 , 
disappearance of upstream maintainers has meant that libvigraimpex11 is 
stuck in the past, due to incompatibilities with GCC11/c++17.

This is important to me, because it means I can't have inkscape and 
hugin installed at the same time (since they depend on competing 
versions of libgsl).  But I need both of them to do my work as a 
photographer.

If I and/or others were able to get libvigraimpex compiling again, is 
there any chance of those changes making it into Debian in some fashion, 
in order to unstick the other people who depend on hugin/enfuse/enblend?

(It looks like the main issue of std::binder1st, et. al disappearing is 
already resolved by an open PR here:
https://github.com/ukoethe/vigra/issues/481)
