Upstream repository moved to GitHub

Hi,
This is a "heads up" about recent changes for libsbsms.

The upstream repository for libsbsms has moved from:
https://sourceforge.net/projects/sbsms/
to:
https://github.com/claytonotey/libsbsms

and version 2.2.0 has been released:
https://github.com/claytonotey/libsbsms/releases

The new release allows this Debian / Audacity bug to be fixed:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=873541

The next release of Audacity (3.0.0) will be using libsbsms 2.2.0 from the
new repository.
