[debian-mysql] Bug#426624: mysql_upgrade: doesn't fix things

mysql_upgrade's man page says it fixes things.
However, in reality it just complains about the same things,
# mysql_upgrade --password=...
ERROR 1060 (42S21) at line 71: Duplicate column name 'File_priv'

ERROR 1060 (42S21) at line 77: Duplicate column name 'Grant_priv'
ERROR 1060 (42S21) at line 78: Duplicate column name 'Grant_priv'
ERROR 1060 (42S21) at line 79: Duplicate column name 'Grant_priv'
ERROR 1060 (42S21) at line 90: Duplicate column name 'ssl_type'
...

not fixing them, as a second run gives the same complaints.
