[debian-mysql] Bug#504108: Incorrect check for fulltest in DEB_BUILD_OPTIONS

This same error has been made in the check for fulltest in DEB_BUILD_OPTIONS.

The findstring function searches for the first parameter as a substring of the 
second parameter,  so the option you are looking for must be the first 
parameter to the findstring function since multiple options are allowed to be 
passed in DEB_BUILD_OPTIONS.
