NDB is no longer supported since MySQL 5.1.24, and was dropped from
Debian with the upload of 5.1.30-2:

mysql-dfsg-5.1 (5.1.30-2) experimental; urgency=low

  * Drop MySQL Cluster support, it's deprecated since 5.1.24-RC.

Not yet, but as far as I know Ubuntu is working on MySQL Cluster
packages.
