[debian-mysql] Bug#569930: mysql-server upgrade stop and restart a stopped server

Hey there,
Same story repeating this time :
Mysql is *stopped* when running aptitude safe-upgrade, because service
is migrated to the failover node during the upgrade to minimize downtime.

Stopping MySQL database server: mysqld.
Starting MySQL database server: mysqld.

Ideally, Mysql shouldn't be started in this case.
