[debian-mysql] Bug#573245: mysql-common: Ancient default character set for clients

This little extra default:

[client]
default-character-set = utf8

could save someone's day. The default latin-1 without any respect to the 
mysql client language environment is too conservative.

Or, at least it should be noticed in README.Debian.
