[debian-mysql] Bug#581834: mysql-server-5.0: fails to create root account at install

On a new debian lenny install, mysql-server-5.0 does not create the root user
when installing the Mysql server. It's impossible to create new accounts 
the 'normal' way due to lack of this user.

after starting mysql with --skip-grant-tables, the only user in mysq.user is:
