Based on the discussion in the later reports, the maintainers no longer
consider this as an issue that will not be fixed, so remove wontfix from the
oldest report.

One report is severity normal, one is minor and the third wishlist. The
"average severity" falls to minor, which seems reasonable. Default to that.

I also considered merging #573245 to this, but since that report only talks
about the client charset it's not an exact fit, so wasn't done.
