this affects 5.1.54 as well... according to the changelog, it got
dropped:

   A follow-up for Bug#58340 (Remove Server GPL EXCEPTIONS-CLIENT file) -- remove all
   EXCEPTIONS-CLIENT from all the places.

Unfortunately I can't access bug #58340, so I don't know the details.

I added Lenz Grimmer to the CC list, maybe he can bring some light into
this issue...
