[debian-mysql] Bug#588217: Confirming Bug and Fix

The fix noted in the loopback-email [0] is correct.  I was unable to
install mysql-server [1].  However, the mysql-server package installed
correctly after running:

    # ifdown lo
    # ifup lo
    # dpkg --configure -a

This issue occurred on Wheezy.

Should the mysql-server ensure the loopback interface is both up and
configured before attempting to start itself?
