[debian-mysql] Bug#590905: libmysqlclient-dev: Missing dependency or wrong flags in mysql_config

An example for a program suffering from this problem is Amarok, see my upstream
bug report at https://bugs.kde.org/show_bug.cgi?id=283256

Since libmysqlclient-dev already contains mysql_config, which returns
"-rdynamic -L/usr/lib/mysql -lmysqld -ldl -lwrap -lrt" as linker flags, it
assumes that all these libs are available. To guarantee this, libmysqlclient-
dev has to depend on libmysqld-pic and libwrap0-dev.
