[debian-mysql] modernizing debian/rules

Well for example the current rules failed to install lintian overrides
correctly when something more modern would have picked that up easily.
Modern rules would be easier to read and might save us all sorts of
trouble. That said they are less worthwhile for large and complex
packages than the simple ones, so I have at least a little sympathy with
the scepticism.
Anyway I am working on them. I think I am making reasonable progress.
