[debian-mysql] dh_install

As Clint seems to have predicted the migration to dh_install was more 
difficult than might have been expected. I have had to back out those 
changes before checking. The difference from  the previously attached 
debian/rules is that  a stamp file ensures dh_auto_install is run only 
once.
