[debian-mysql] Bug#676226: mysql-server-5.5: Don't ask for the server password multiple times

I don't quite remember how often I just answered the "enter new password"
debconf question (by leaving the "new root password" field empty).
I think it was three or four times.
Anyway, more than once is a bug. The fact that it even asks, when the
existing 5.1 installation has a perfectly serviceable root password,
I'd consider a minor nuisance -- but I'd still want it to Not Do That.
