apt-get upgrade
* What exactly did you do (or not do) that was effective (or
ineffective)?
Same problem as Tobias Frost, installing an archived deb fixed problem.
dpkg -i /var/cache/apt/archives/libmysqlclient16_5.1.58-1_armel.deb
Email was not restarting.
