Andre,
Just to be clear any install/upgrade/restarting work has to be
effectively done as root somewhere. This is because:
1.) all the binary and config files in Debian are owned by root
2.) Daemon processes, such as mysql, typically start as root before
changing to a daemon speciifc user.
I take back my comments about a possible error in the sudoers file as
this only holds if you are being very inconsistent since initially the
installation was successful.
I also notice that the update-manager package has a lot of nasty
sounding bugs (though nothing that specifically jumps out as relevant).
