[debian-mysql] Each mysql install lead to file owned by root instead of 'mysql' in /var/lib/mysql

hello there,
I encountered a recurring bug on upgrade of the debian package of mysql.
Each time i upgrade mysql on a debian server i end with various files
owned by root.
Here:

so i wanted to report it to you as i encountered this a lot especialy
when i upgrade from a debian version to the other most of the time the
upgrade just break beacause of the mysql package not able to restart
mysql correctly after the upgrade because of owner issues.
