[debian-mysql] MariaDB 5.5.39 upload

Hello James,

I'm done with importing new upstream release and doing a round of
quality improvement for the mariadb packaging.

Could you please review my commits and upload 5.5.39 to Debian?


All tests pass in builds, and all builds pass at Launchpad and
upstream buildbots:
