Let me just add a comment to this thread: when I was packaging
mariadb-client-lgpl, I decided not to provide libmysqlclient-dev on
libmariadb-client-lgpl-dev-compat for similar reasons.  The main
concern I had in mind there was the impact on bootstrapping new
architectures, as mariadb-client-lgpl is likely to be bootstrappable
much earlier in the process than either mysql or mariadb.  I wouldn't
have thought it possible that established architectures might also
choose to install a providing package of libmysqlclient-dev rather
than the actual existing package; but if that can in fact happen, that
would make the impact more severe.
