After discussions and review with James Page on #debian-mysql today,
we decided to drop libboost* from the build-dependencies and at least
for Debian sid MariaDB-5.5 will not have oqgraph. The main reason is
that the libboost-dev package indicates that version 1.54 will be the
only long-term supported by Debian and clinging on to 1.53 would cause
headaches in many places. Also doing a one-solutions-for-all here does
not seem possible, at least in a way that would not be very hacky.
In backported packages the 1.49 and 1.53 can be enabled for older
releases (as Kristian above also suggests).
