[debian-mysql] First draft of mariadb-client-lgpl packages

Since the new packages are going to be under the umbrella of the mysql-maint 
team, I thought I should post them first for review, before submitting them to 
the NEW queue.

I tried forwarding the patches (except for 
debian_no_indirect_dependencies.patch) to mariadb-
developers at lists.launchpad.net but I got some strange bounce message "550 
unknown user".
