[debian-mysql] What is MYSQL_BUILD_CXXFLAGS?

These lines in the rules file pre-date even 2011-06-04 when the
mysql-5.5.git repo in Debian was created and the basis mass imported.

Upstream https://bazaar.launchpad.net/~mysql/mysql-server/5.5/files
does not seem to have a debian/ directory so I cannot look track this
change there either.
