[debian-mysql] Bug#790257: libmysqlclient-dev no longer provides libmysqlclient15-dev

The change is intentional (IIRC). We're providing libmysqlclient18 only
now, so libmysqlclient15-dev no longer makes sense and packages should
build-depend on libmysqlclient-dev if required. Please go ahead and
rearrange the bugs.
