[debian-mysql] mariadb-10.0 FTBFS on arm64 and armhf in Ubuntu

Hi Otto,

I synced 10.0.22-1 into Ubuntu Xenial as agreed at UOS, but it failed to
build on armhf and arm64 due to failing tests. The failures look
similar, so maybe they are the same issue. Please could you take a look?
