It's a strange use case ... but mysql-common shouldn't fail to install
in that case.

Since packages are supposed to respect local modifications to conffiles
(including deletion), I'm not trying to restore that file.

We will just skip setting up an alternative pointing to the missing file
(leaving the system with possibly no my.cnf or a dangling symlink,
unless there is another provider of that alternative installed).
