Yes, MariaDB in Debian defaults to utf-8. It has been the plan for
both variant to do so, but I guess MySQL hasn't implemented it yet. If
the system default is something, and the database defaults defines the
same character set, it does not hurt, so you can go ahead and
implement what Alexander suggested as option 1a.
