[debian-mysql] MySQL 5.7 Packaging

This doesn't include any of Lars' fixes yet, but I have added notes
where I know they exist. Mostly I've continued breaking down the final
parts of Lars' delta. I'm down to a few complex bits of postinst and
related code now. I also did some rebasing, fixing up and squashing down
of changes, but the older patchset remains largely the same.

Lars, there are a few new "Fix", "Check" type commits here, if you can
spare some time to look at them. Otherwise I'll go over them again once
I'm done with your initial delta.

After I'm done with the initial delta, I'll start rebasing in your
fixes.
