I'd say that anything shipped by upstream should be in -core, since that
is helpful to anyone who doesn't want to use a
maintainer-script-maintained installation (so generally they should not
be run automatically and definitely not by -core maintainer scripts).
Anything else could be in -core on request providing it is not run
automatically, but the more we do that the more rigid our packaging
becomes, so I'd do that on request only.
That's just my logic without knowing any more.
