[debian-mysql] MySQL 5.7 Packaging

While looking into the test failures for dbconfig-common and redmine we 
found a bug in postinst:
GRANT ALL won't actually add the grant_priv privilege needed to give 
other users access (as is done in redmine/phpmyadmin) unless you also 
specify WITH GRANT OPTION.
Patch appended.
