Hi, thanks for the report.

We're aware of the general issue (installation fails if service is disabled). It's also tracked here: https://bugs.launchpad.net/ubuntu/+source/mysql-5.7/+bug/1592669
The most likely solution for this is:
If service is disabled but server isn't running: Start it in a more manual way, without networking, to run mysql_upgrade.
If service is disabled but server _is_ running (meaning we can't start the new one); Print a warning asking the user to run mysql_upgrade after restarting.
