The same situation is in the mysql-5.X packages too
(https://anonscm.debian.org/cgit/pkg-mysql/mysql.git/tree/debian/libmysqlclient-dev.install),
so from users point of view this is not regression and so far nobody
has complained it to be an issue at all. I don't plan to start moving
around the mysql_config (or mariadb_config in the connector C package
at https://anonscm.debian.org/cgit/pkg-mysql/mariadb-client-lgpl.git/tree/debian/libmariadb-dev.install).

Thanks for the advice anyway! This will be a good reference for
further actions later, it's just that right now I'd rather focus on
other tasks in packaging.
