No, this is incorrect. The point of the mysql-server-core-* packages is
to ship the binaries only. It is the responsibility of the packages that
depend on this package to maintain the required data directories.

If a package or user wants the default data directories maintained, this
is what the mysql-server-5.5 package is for.

"mysql-server-core-5.5 should install mysql-files" is therefore
"wontfix". If you have some other bug, then we need an explanation and
full steps to reproduce please.
