Yes indeed, there is a limit for attacments to bugreports, but I do
not remember/know how hight it is set. This might thus been the
reason.

Compressing those debdiffs with xz massively reduces their size:

197K + 620B for the both together. Suggest do do that on big debdiffs.
I nsome cases you see the similar issue when people fill
proposed-updates bugs for the (stable) release managers, and then
posts with debdiffs not showing up. It's almost always then that the
attachment was too big.
