[debian-mysql] debian folder in mariadb upstream

Dear maintainers,
I noticed mariadb upstream (https://github.com/MariaDB/server) has a debian
folder, containing most of the files also found in the
pkg-mysql/mariadb-10.0 repository.
(I didn't run a diff between the debian folders in both repos so they might
not be completely identical, but a quick glance at some files indicates
they look quite similar)
What is the workflow to keep them in sync? Should the changes to the debian
folder in the debian package repo be first made upstream? Or is upstream
synced by mariadb developers with changes made in the debian package repo?
When are the changes in the debian upstream folder synced with the debian
folder in the debian package? Does this happen when the debian package is
upgraded to a new upstream version?
For example, I noticed a typo was fixed
in debian/mariadb-client-10.1.README.Debian (upstream) that is also present
in debian/mariadb-client-10.0.README.Debian (and triggers a lintian warning
[1]), in this commit [0].
Will this commit be applied when the debian package is upgraded to
mariadb-10.1? Or can it be done sooner?
