[debian-mysql] Bug#870408: mariadb autopkgtest should be isolation-container

I noticed while debugging some autopkgtest failures with previous versions
of mariadb that the 'smoke' test depends on a running server.  This means
that it should be marked Restrictions: isolation-container, so that nothing
expects it to run on a test bed that doesn't allow starting of services.
