This is inaccurate. The security and release teams vetoed MySQL in
stretch against the wishes of the Debian MySQL maintainers team. Bugs
have nothing to do with it (except the blocking bug that the release
team filed to remove MySQL from stretch to implement this policy).

We continue to maintain MySQL 5.7 in sid.

I don't know how you want to express this in the release notes, but I
don't think the current text is OK to leave as-is.
