[debian-mysql] Bug#855892: mysql-server 5.6 -> 5.7 upgrade missing mariadb.conf.d

When upgrading from mysql-server 5.6 to 5.7 the installer stopped because /etc/mysql/mariadb.conf.d didn't exist

After I manually added the directory and ran apt-get install the upgrade completed
