[debian-mysql] Bug#851644: Add postinst/prerm scripts for mariadb-plugin-gssapi-client/server

Just like other plugins have maintainer scripts that
activate/deactivate the plugins automatically upon install, this
plugin should also have them.

Research what are the correct commands to activate the plugin and
implement them in a postinst script. Also remember to add a prerm
script if the changes need to be reversed upon uninstallation.
