[debian-mysql] Bug#852709: Modifies debian/control during the build

During the build, mariadb-plugin-tokudb and mariadb-plugin-mroonga get
removed from debian/control if their binaries are not built. This is
relevant for release architectures - mariadb-plugin-tokudb only seems to
be built on amd64, and mariadb-plugin-mroonga is missing on at least
s390x. https://ftp-master.debian.org/REJECT-FAQ.html clearly states
this isn't allowed for *adding* new binary packages, and implies that it
also isn't allowed for *removing* them; having asked on IRC I was not
alone in thinking that RC is justified.
