[debian-mysql] Bug#866782: /etc/mysql/debian-start claims not being read by systemd

the comments in /etc/mysql/debian-start suggest that the file is only
read by the sysv init script an not by the systemd unit.

Yet, it is called as ExecPost from the unit.
