[debian-mysql] MariaDB 10.1 branch scheme

I plan to branch the mariadb-10.1 repo in the same way as the the
-10.0 and -5.5 repos are branched, that is create branches 'stretch'
and 'ubuntu-17.04' that contain what was uploaded into those releases,
and make shipping security updates easy for those branches.

Is that OK for you?

You might have used different naming schemes in other repos. I guess
this is not universally standardized, we just need to agree on
something ourselves.
