I filed this as a bug report in Debian, where it has received comments from
Alexey:

Are you suggesting a different patch submission workflow for the Debian
package vs. the use of the Debian BTS?  TTBOMK, alioth does not have a PR
system like github, and it does not make sense for me to join the pkg-mysql
team for a one-off patch as part of archive maintenance, which is what this
was.

Thanks for the ref.  It is of course difficult to know without digging where
the upstream is for any given package, since there's no debian/control
standard for this.  If you or upstream need me to take further action here
to submit this upstream I don't mind, but it looks on the Debian bug like
this is already being handled.
