its not hardly, its real. Mytop can't work without libconfig-inifiles-
perl. So it must by declare as with Depends. From [1]:

The Depends field should be used if the depended-on package is required
for the depending package to provide a significant amount of
functionality.

And a missing dependency is an RC-Bug. From[2]:
