[debian-mysql] Bug#905599: Review default config file contents, attempt to make them as small as possible

Go through all configs we have, and try to make them smaller. Ideally
we would not have any settings ourselves, but use all defaults as
upstream ships them.
First step is at least read all options we set in the default config
files, and check what their default value is via
https://mariadb.com/kb/en/library/xtradbinnodb-server-system-variables/
and similar pages. If the value we set equals what is the default in
10.1 anyway, then those stanzas could be disabled.
