[debian-mysql] MariaDB 10.3 uploaded to Debian experimental

Hello!
I have fixed all the below mentioned issues, a few more, and also
created a nice Gitlab CI setup that helps spot regressions.

Currently open items:
- build failure on MIPS (and 2 waiting to build)

- some minor outstanding Lintian warnings and errors (also visible in
CI via https://salsa.debian.org/mariadb-team/mariadb-10.3/-/jobs/94449)
- memory engine sees a duplicate key, annoyingly stops my feature test
CI run from completing

Help would be appreciated. It is very easy not to contribute when
there is a fairly good CI system and merge request possibility on
Salsa.
