Use the aptitude resolver:

 # aptitude install default-libmysqlclient-dev
 The following NEW packages will be installed:
   default-libmysqlclient-dev libmariadbclient-dev{ab}

 0 packages upgraded, 4 newly installed, 0 to remove and 0 not upgraded.
 Need to get 0 B/1835 kB of archives. After unpacking 10.2 MB will be used.

it is not going to be installed
