[debian-mysql] Bug#876398: mysqltest can't read config proberly

This bug (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=876398)
seems to be due the fact that the mysqltest binary does not support
this option. It supports character_set but not default_character_set.

I don't know what the solution would be here. Maybe you can research
it yourself a bit more to at least map out what options we have, or if
upstream has any plans to update that binary to support such an
option?

Maintaining MariaDB in Debian requires a lot of work and if you find
this package important, please contribute by helping fix this bug.
Also, if you test out current MariaDB 10.3 in Debian and find any new
issues, please "scratch your own itch" and help out by fixing them.

If you are not an open source contributor yourself, please consider
paying somebody else to contribute to issues that are important for
you/your business.
