[debian-mysql] Bug#890962: libmariadb-dev: Cannot run mysql_config & mariadb_config when dpkg-dev isn't installed

I got the following error when I run mysql_config without dpkg-dev
package:
$ mysql_config --cflags
/usr/bin/mysql_config: 2: /usr/bin/mysql_config: dpkg-architecture: not found
/usr/bin/mysql_config: 2: exec: /usr/lib//mysql_config: not found
$ mariadb_config --cflags
/usr/bin/mariadb_config: 2: /usr/bin/mariadb_config: dpkg-architecture: not found
/usr/bin/mariadb_config: 2: exec: /usr/lib//mariadb_config: not found
dpkg-architecture is included in dpkg-dev.
So libmariadb-dev should depend on it.
