[debian-mysql] Moving the Launchpad build recipes over to salsa

Hi Otto,

Thank you for setting up salsa!

Launchpad currently mirrors MySQL and MariaDB git repositories from
git://anonscm.debian.org/pkg-mysql/mysql.git and
git://anonscm.debian.org/pkg-mysql/mariadb-10.1.git, and build recipes
act on these mirrors. Do we need to amend the source URLs?
